Top 4 ways that voter fraud occurs in Philly

and How Poll Watchers and Minority Inspectors Can Stop It

*Poll Watchers have the right to view the books and the backs of the machines when there is no line. They also have the right to and opening and closing inspection. They may ask for inspections while there is a line, but may be lawfully refused by the Poll Workers as long as voters are waiting in line to vote.

*Minority Inspectors can only be expected to do the right thing in exchange for an anonymously paid reward of at least $200 (the more the better depending on location). They must be aware of existing rewards, because that is unique to this election. There will likely be immense social pressure and accusations of being an “Uncle Tom” if they take the risk of reporting.

1. Election workers will cast votes before the polls open or after they close.

Poll watchers must be waiting outside of the voting locations when the doors open and bypass the line to inspect the machine. The count on the back should be at “0”. If it is not call the DA’s election task force and they will send detectives to the scene immediately.

The poll watcher must also look at the number at the close of polls and note the time, then note any change when results are announced for that division. If there is any discrepancy alert the DA and City Commission. They can look at the time stamps on the hard drives to see when votes were cast and if they were registered with suspicious rapidity.

Minority Inspectors should also make sure that they are present before the Opening of the polling site and until the final printout and removal of hard drives. They should keep a printout. At that point it is practically impossible for more votes to be reported.

2. Judge of Elections and Voter Impersonator Fraud

In this scam, fraudulent voters are taken from division to division. It requires a conspiracy between the outside organizer and the Judge of Elections. The fraudulent voter is given the name of a legitimate voter who is unlikely to show up at the polls. The Majority and Minority Inspectors and the Clerks fail to notice that the signatures do not match and do not ask for identification. The fraudulent voter asks for a “Voter Assist”, which is a form that allows the Judge of Elections to enter the booth with the fraudulent voter and confirm that votes are cast according to instruction. The fraudulent voter is then given a receipt from the Judge of Elections to turn into the outside organizer in exchange for cash.

The poll watcher must request to see the voter assist forms in the late morning or mid-afternoon (and must be allowed to see them if there is no line of voters). The Poll Watcher also has the right to look at signatures of these voters requiring a voter assist. If there is a number of these forms that seems to be higher than the likely number of blind people in the division and certainly if the signatures do not match contact both the DA’s office as well as the campaign's Field Organizer.

Minority Inspectors must look at every signature and demand ID at the slightest variation. If ID cannot be produced the potential voter must return home and produce ID or have sworn affidavits from people who know him/her before voting. If this problem occurs repeatedly contact the campaign office and the Ward Leader.

3. Votes stolen behind the back of the Minority Inspector

It is often the case that not all of the poll workers are in on a vote stealing scheme. In this case, the conspirators wait for the uninvolved poll worker to go to the bathroom or go to lunch. There have been cases in the past where laxatives were dissolved in coffee or put in food to ensure enough time for the conspirators to steal votes. First the machine is stuffed, then the books and cards are caught up (with registered voters unlikely to show up). This is far more likely to occur in elections with low turnouts and/or in extremely low turnout divisions.

Pollwatchers who are going from polling location to polling location can compare the book and the machine. In the case of a discrepancy then there is either this kind of fraud or incompetence occurring. Alert the DA’s office immediately. Remember that Poll Watchers only have the right to inspect when there is no line.

Minority Inspectors should note the time and the machine and book count each time they step away and return to the table. If they feel ill or unusually tired, they should contact the Campaign or their Ward Leader to find a replacement in the case they become temporarily incapacitated. Remember that most Minority Inspectors are there because of patronage or for the meager payment from the City and not because of dedication to Republican ideals. Make them aware of anonymous rewards paid to those who catch fraudsters. They should alert their Ward Leader, the City Commission, and the DA’s office.

Here are the priority Wards for Method 1, 2, and 3:


Tier 1: 19, 31, 7, 16, 28, 43, 49, 62


Tier 2: 11, 13, 17, 20, 33

4. Wards are sent the wrong paperwork by crooked City Commissioners:

Some voting divisions have received incorrect paperwork in the past and because of their distance from the City Commission offices opened after most voters had left for work and the morning rush to vote was effectively blocked. This will likely target Port Richmond, Bridesburg, and Northeast Philly in General where Blue Collar and struggling middle class Whites live. Election workers must open their paperwork as soon as possible well before polls open to ensure all is correct. They may need 2 hours round trip to get the right paperwork, so they should be prepared to open their boxed at the site at 5am. That is a lot to ask since they have to stay until 8pm, but the results of the entire Presidential race may turn on their efforts.

This will most likely occur in Wards: 45, 62, 41, 55, 65, 64, 56, 57, 63, 58, and 66
